Microsoft Online Services Pricing Changes Coming November 1, 2025

Microsoft has announced an important update to its Online Services pricing that will take effect on November 1, 2025. 

The change will flatten enterprise waterfall discounts (Levels A–D) for Microsoft Online Services purchased through volume licensing agreements (EA, MPSA, OSPA) to match Microsoft’s online list price. This means the starting price for cloud services will now be consistent across purchasing programs. 

What does this mean for you? 

  • Tier-based programmatic discounts are being replaced with a consistent list price. 
  • Renewals or new Online Services purchases after November 1, 2025 will reflect the new pricing. 
  • Commercial and most government customers will be impacted, while U.S. Government price lists and Education customers are not affected.
